When you're in Library View, move your mouse cursor over any picture thumbnail, hold down the 'ctrl' key, and then press 'alt.' You'll instantly get a full-screen view of that picture.from: googlephotos.blogspot.com
If you hold onto the "ctrl-alt" key combo, you could use your mouse scroll to move to previous/next picture. It's a complement to the "Slideshow" feature in Picasa.
